Thành lập Tổ công tác triển khai dự án đường sắt tốc độ cao Bắc – Nam
Ngày 19/02/2024, Văn phòng Chính phủ có văn bản số 57/TB-VPCP thông báo kết luận của Thường trực Chính phủ tại cuộc họp về Đề án chủ trương đầu tư đường sắt tốc độ cao trên trục Bắc – Nam.
Thường trực Chính phủ yêu cầu Bộ Giao thông vận tải (GTVT) lưu ý một số vấn đề.
Về quan điểm, xây dựng tuyến đường sắt tốc độ cao phải bảo đảm yếu tố hiện đại, đồng bộ, bền vững theo đúng chủ trương của Bộ Chính trị tại Kết luận số 49-KL/TW. Nghiên cứu đầu tư tuyến đường sắt tốc độ cao phải đặt trong tổng thể phát triển quy hoạch, dự báo chiến lược về nhu cầu của cả 5 phương thức giao thông: hàng không, đường bộ, đường sắt, hàng hải, đường thủy nội địa trong dài hạn. Phân tích lợi thế của từng phương thức, qua đó làm rõ ưu điểm của vận tải đường sắt tốc độ cao là tập trung vào vận chuyển hành khách, tương hỗ với vận tải hàng không, chỉ vận chuyển hàng hóa trong trường hợp cần thiết. Vận chuyển hàng hóa chủ yếu tập trung: đường sắt hiện tại; hàng hải; vận tải thủy ven bờ; đường bộ. Trên cơ sở đó, đánh giá, giải trình thuyết phục việc đề xuất phương án đầu tư.
Phạm vi nghiên cứu, Thường trực Chính phủ yêu cầu nghiên cứu việc mở rộng phạm vi thêm đoạn tuyến TPHCM – Cần Thơ.
Về kịch bản đầu tư, Thường trực Chính phủ yêu cầu Bộ GTVT tiếp tục nghiên cứu, đánh giá kỹ lưỡng, lấy ý kiến chuyên gia rộng rãi để lựa chọn phương án phù hợp nhất (so sánh phương án đồng thời vận tải hành khách và vận tải hàng hóa; phương án chỉ vận tải hành khách); tuyến đường sắt tốc độ cao trên trục Bắc – Nam vận tải hành khách, còn hàng hóa chủ yếu vận tải bằng đường biển (cảng biển, bến thủy nội địa) và nâng cấp tuyến đường sắt hiện có.
Về hướng tuyến, Bộ GTVT tải nghiên cứu, rà soát kỹ hướng tuyến để bảo đảm hướng tuyến thẳng nhất có thể, đồng thời tạo không gian mới. Nghiên cứu thêm việc giảm số lượng ga để giảm chi phí.
Thành lập Tổ công tác triển khai đường sắt cao tốc Bắc – Nam
Thường trực Chính phủ giao Bộ GTVT khẩn trương phối hợp với Văn phòng Chính phủ nghiên cứu thành lập Tổ công tác triển khai Dự án đường sắt tốc độ cao trên trục Bắc – Nam do Phó Thủ tướng Chính phủ Trần Hồng Hà làm Tổ trưởng; Bộ trưởng Bộ Giao thông vận tải làm Tổ phó; đại diện lãnh đạo một số làm thành viên. Tổ công tác có quy chế làm việc, dự kiến 1 tháng họp 1 lần để kịp thời xử lý, thúc đẩy công tác chuẩn bị, thực hiện dự án.
Bộ GTVT được giao tiếp tục lấy ý kiến các chuyên gia, nhà khoa học, các cán bộ kinh nghiệm trong ngành đường sắt về nhiều phương án để lựa chọn một phương án tối ưu trình Bộ Chính trị. Khẩn trương hoàn thiện Đề án, trình Thường trực Chính phủ, trình Bộ Chính trị trong tháng 3 năm 2024. Khẩn trương hoàn thiện báo cáo nghiên cứu tiền khả thi Dự án, trình Quốc hội xem xét, quyết định chủ trương đầu tư trong năm 2024.
Bộ GTVT cần chủ động phối hợp với các bộ, ngành địa phương chuẩn bị các điều kiện cần thiết để chuẩn bị triển khai đầu tư xây dựng, tiếp nhận chuyển giao công nghệ, nâng cao tỷ lệ nội địa hóa. Xây dựng kế hoạch đào tạo nguồn nhân lực trong lĩnh vực đường sắt.
Bộ Kế hoạch và Đầu tư với vai trò Cơ quan thường trực Hội đồng thẩm định nhà nước, tiếp tục triển khai các thủ tục để sớm hoàn thành thẩm định báo cáo nghiên cứu tiền khả thi Dự án theo quy định; phối hợp với Bộ GTVT chủ động xây dựng phương án hợp tác với các nhà tài trợ nước ngoài để huy động nguồn vốn phù hợp cho Dự án; cân đối bố trí kế hoạch vốn trung hạn và hàng năm đáp ứng nhu cầu triển khai Dự án.
Bộ Tài chính chủ trì tính toán tác động của việc đầu tư Dự án đến nợ công; ưu tiên phân bổ dự toán ngân sách nhà nước hàng năm để phát triển khoa học, công nghệ trong lĩnh vực đường sắt; phối hợp với Bộ GTVT phân tích mô hình tài chính của Dự án.
Bộ Xây dựng rà soát, sửa đổi, bổ sung quy định của pháp luật hoặc hướng dẫn trình tự, thủ tục để đẩy nhanh tiến độ, rút ngắn thủ tục đầu tư xây dựng.
Bộ Công Thương xây dựng, triển khai đề án phát triển công nghiệp đường sắt và công nghiệp phụ trợ bảo đảm đồng bộ với các ngành công nghiệp khác.
Bộ Giáo dục và Đào tạo, Bộ Lao động – Thương binh và Xã hội chỉ đạo đẩy mạnh hoạt động nghiên cứu, đào tạo chuyên sâu về lĩnh vực đường sắt để cung cấp nguồn nhân lực chất lượng cao phục vụ nhu cầu phát triển; xây dựng kế hoạch hợp tác với các nước để phối hợp đào tạo nguồn nhân lực; nghiên cứu xây dựng, thành lập các cơ sở đào tạo nghề nghiệp trong lĩnh vực đường sắt.
UBND các tỉnh, thành phố trực thuộc trung ương quản lý chặt chẽ quỹ đất đã thỏa thuận với Bộ Giao thông vận tải để tạo thuận lợi trong quá trình triển khai dự án. Ưu tiên bố trí quỹ đất quanh khu vực ga để phát triển các khu đô thị, khu chức năng theo mô hình TOD.
Đầu tư một số tuyến đường sắt quốc gia khác
Thường trực Chính phủ cũng yêu cầu Bộ GTVT chủ trì, phối hợp với Bộ Ngoại giao và các cơ quan liên quan khẩn trương làm việc với phía Trung Quốc để thống nhất biên bản ghi nhớ, phương án hỗ trợ, hợp tác đầu tư về 3 tuyến đường sắt Lào Cai – Hà Nội – Hải Phòng, Hà Nội – Đồng Đăng, Hạ Long – Móng Cái (tuyến đường sắt ven biển Nam Định – Thái Bình – Quảng Ninh kéo dài).
Cần sớm đầu tư các tuyến Lào Cai – Hà Nội – Hải Phòng, Hà Nội – Đồng Đăng, Móng Cái – Hạ Long – Hải Phòng, kết hợp vận tải hàng hóa và hành khách; tuyến Cần Thơ – TPHCM chủ yếu là hành khách. Trước mắt cần tập trung đầu tư các tuyến Lào Cai – Hà Nội – Hải Phòng (phấn đấu khởi công trong năm 2025), nghiên cứu phương án sử dụng vốn vay ưu đãi nước ngoài (xác định rõ: lãi suất vay ưu đãi, giá trị vay và thời gian vay) và phương án phát hành trái phiếu để đầu tư.
Sớm khởi động lại để triển khai đầu tư hoàn thành tuyến đường sắt Yên Viên – Phả Lại – Hạ Long – Cái Lân theo đúng Kết luận số 49-KL/TW của Bộ Chính trị.
