Văn phòng Chính phủ vừa ban hành thông báo kết luận của Phó Thủ tướng Chính phủ Trần Hồng Hà tại cuộc họp về điều chỉnh Dự án đầu tư xây dựng Cảng hàng không quốc tế Long Thành giai đoạn 1.
Thông báo nêu, ngày 04/03/2025, Phó Thủ tướng Chính phủ Trần Hồng Hà đã chủ trì cuộc họp về điều chỉnh Dự án đầu tư xây dựng Cảng hàng không quốc tế Long Thành giai đoạn 1 (Dự án). Sau khi nghe báo cáo của Bộ Tài chính, Bộ Xây dựng, ý kiến phát biểu của các đại biểu dự họp, Phó Thủ tướng Chính phủ Trần Hồng Hà yêu cầu Bộ Xây dựng tiếp thu toàn bộ ý kiến các đại biểu dự họp để hoàn thiện dự thảo Quyết định phê duyệt điều chỉnh Dự án.
Trong đó, Phó Thủ tướng yêu cầu cần xác định rõ các nhiệm vụ trong quyết định trước đây giao Bộ Giao thông vận tải (nay là Bộ Xây dựng) nay giao cho Đồng Nai phải rà soát lại với 04 dự án đã khẳng định để điều chỉnh trong Quyết định này.
Đường cất hạ cánh số 3, đường lăn và một số hạng mục thống nhất bổ sung về vốn, mục tiêu và lựa chọn nhà đầu tư giao Tổng công ty Cảng hàng không Việt Nam (ACV) theo quy định của pháp luật.
Đồng thời, Phó Thủ tướng đề nghị bổ sung nội dung triển khai hangar số 5 và số 6 để tổ chức lựa chọn nhà đầu tư trong thời gian tới theo quy định về đấu thầu; rà soát hồ sơ Dự án (từ hồ sơ chủ trương đầu tư, hồ sơ quy hoạch, hồ sơ dự án,…) để xác định các hạng mục công trình của các dự án thành phần tại dự thảo quyết định phê duyệt điều chỉnh bảo đảm đầy đủ, chính xác, thống nhất (như các hạng mục khu logistics hàng không và các nhà ga hàng hóa số 2, nhà ga chuyển phát nhanh, các kho giao nhận hàng hóa,…).
Về tiến độ, Phó Thủ tướng yêu cầu cập nhật tiến độ cơ bản hoàn thành hạng mục công trình trong năm 2025; các nhà đầu tư được lựa chọn các công trình như: hangar, nhà ga hàng hóa, kho giao nhận hàng hóa, hạ tầng kết nối,… phải cam kết về tiến độ.
Phó Thủ tướng giao Bộ Xây dựng chủ trì, phối hợp với Bộ Tài chính, ACV, Tổng công ty Hàng không Việt Nam (VNA) và các cơ quan liên quan hoàn thiện và chịu trách nhiệm về dự thảo Quyết định phê duyệt điều chỉnh, nghiên cứu bổ sung các nội dung để có cơ sở thực hiện quy định về đấu thầu.
Chủ tịch Hội đồng quản trị ACV báo cáo Thủ tướng Chính phủ về tiến độ hoàn thành công tác lắp đặt thiết bị, đưa vào vận hành, khai thác Dự án thành phần 3 và toàn bộ Dự án.
Theo Quyết định ngày 11/11/2020 của Thủ tướng Chính phủ, Dự án đầu tư xây dựng Cảng hàng không quốc tế Long Thành giai đoạn 1 được phân chia thành 04 dự án thành phần bao gồm: Dự án thành phần 1 – Các công trình trụ sở cơ quan quản lý nhà nước; Dự án thành phần 2 – Các công trình phục vụ quản lý bay; Dự án thành phần 3 – Các công trình thiết yếu trong cảng hàng không; Dự án thành phần 4 – Các công trình khác.
Mục tiêu là xây dựng Cảng hàng không quốc tế Long Thành là Cảng hàng không quốc tế quan trọng của quốc gia, hướng tới trở thành một trong những trung tâm trung chuyển hàng không quốc tế của khu vực.
