Mới đây, tại kỳ họp thứ 17 vào ngày 08/12/2023, HĐND tỉnh Bà Rịa – Vũng Tàu đã thông qua nghị quyết về việc hủy bỏ Nghị quyết số 69 ngày 17/08/2021 của HĐND tỉnh về việc thông qua đồ án quy hoạch phân khu tỷ lệ 1/2000 dự án vườn thú hoang dã Safari và khu du lịch nghỉ dưỡng Bình Châu (Safari Hồ Tràm) nằm tại xã Bưng Riềng, xã Bình Châu, huyện Xuyên Mộc.
Trước đó, ngày 09/08/2021, UBND tỉnh Bà Rịa – Vũng Tàu đã có công văn gửi Bộ Xây dựng cho ý kiến về đồ án quy hoạch dự án trên.
Trên cơ sở đề nghị của tỉnh, tháng 01/2022, Bộ Xây dựng đánh giá việc xác định, lập quy hoạch phân khu xây dựng dự án là chưa đủ cơ sở. Cụ thể, tại nội dung quy hoạch chung khu vực ven biển thuộc các xã Phước Thuận, Bông Trang, Bưng Riềng và Bình Châu, huyện Xuyên Mộc chưa xác định rõ mối quan hệ, phạm vi của khu bảo tồn thiên nhiên Bình Châu – Bửu Phước (khu bảo tồn) với các khu vực chức năng thuộc quy hoạch chung.
Đồng thời, chưa làm rõ cơ sở của việc đề xuất khai thác, chuyển đổi mục đích sử dụng đất lâm nghiệp để hình thành khu đất công viên chuyên đề và khu đất du lịch theo quy định của pháp luật lâm nghiệp và đất đai như ý kiến của Bộ Xây dựng hồi tháng 03/2021.
Bộ đề nghị tỉnh xác định rõ phạm vi ranh giới khu bảo tồn theo pháp luật về lâm nghiệp, đất đai và các quy hoạch sử dụng đất, quy hoạch lâm nghiệp liên quan.
Theo Bộ Xây dựng, khu bảo tồn không thuộc đối tượng lập quy hoạch xây dựng; việc quản lý xây dựng công trình phục vụ du lịch sinh thái, nghỉ dưỡng, giải trí trong rừng đề nghị thực hiện theo quy định về lâm nghiệp, đầu tư… Với khu vực ngoài phạm vi khu bảo tồn, việc lập quy hoạch xây dựng để đầu tư xây dựng các công trình dịch vụ du lịch thực hiện theo pháp luật về xây dựng, đất đai…
Theo quy hoạch phân khu tỷ lệ 1/2000, dự án Safari Hồ Tràm có diện tích rộng 628.48 ha, với công suất phục vụ khoảng từ 5,000 – 7,000 người. Đây dự kiến là vườn thú hoang dã Safari và khu du lịch nghỉ dưỡng, vui chơi giải trí đa dạng.
Dự án quy hoạch sử dụng đất gồm hơn 251 ha đất du lịch, 12 ha đất công viên nước, hơn 4.8ha đất dịch vụ công cộng, gần 264 ha đất rừng tự nhiên.
Đối với khu vườn thú hoang dã Safari gồm phân khu Safari (Z1) có diện tích gần 157 ha, phân khu du lịch – nghỉ dưỡng (Z2) với tổng diện tích hơn 130 ha và phân khu du lịch – nghỉ dưỡng (Z3) tổng diện tích hơn 256 ha.
Còn khu rừng thiên nhiên Hồ Đắng, tổng diện tích hơn 84.7 ha, mật độ xây dựng gộp tối đa là 25%, là khu vực có công trình cao tầng (tối đa 40 tầng) tạo điểm nhấn của dự án và cung cấp các dịch vụ vui chơi độc đáo, đa dạng.
Mục tiêu của dự án là đầu tư xây dựng khu phức hợp du lịch nghỉ dưỡng, vườn thú hoang dã Safari với các công trình như vườn thú hoang dã Safari, khách sạn cao cấp đạt tiêu chuẩn 5 sao, biệt thự du lịch cao cấp, công viên chuyên đề, quảng trường trung tâm, khu vui chơi giải trí tập trung, không gian sinh hoạt cộng đồng… Tiến độ thực hiện dự án là 7 năm kể từ ngày ký hợp đồng thực hiện dự án đầu tư có sử dụng đất.

Năm 2009, UBND tỉnh đã cấp giấy chứng nhận đầu tư cho CTCP Đầu tư Vườn thú Hoang dã Safari và Khu Du lịch Nghỉ dưỡng Bình Châu – Việt Nam (liên doanh Việt Nam – Hồng Kông) thực hiện dự án trên khu đất có diện tích 535 ha tại xã Bưng Riềng, huyện Xuyên Mộc. Tuy nhiên, vào năm 2016 dự án đã bị UBND tỉnh thu hồi do chủ đầu tư quá chậm trễ trong việc thực hiện dự án theo tiến độ cam kết.
Sở Kế hoạch và Đầu tư tỉnh sau đó đã đưa dự án này vào danh mục các dự án trọng điểm kêu gọi đầu tư. Tháng 09/2017, có 4 nhà đầu tư trong và ngoài nước là Công ty WCG Worldwide Holdings In, CTCP An Phú, CTCP Bất động sản Khải Hoàn Land (nay là CTCP Tập đoàn Khải Hoàn Land (HOSE: KHG)), CTCP Địa ốc Khang Việt xin đầu tư vào khu đất nêu trên.
Tháng 09/2019, Tập đoàn Novaland (HOSE: NVL) hợp tác cùng Công ty TNHH Du lịch Thương mại Á Đông Vidotou đã có buổi báo cáo Thường vụ Tỉnh ủy tỉnh Bà Rịa – Vũng Tàu về ý tưởng quy hoạch, đề xuất các phương án đầu tư chi tiết dự án Safari Hồ Tràm.
