Ngày 20/3, thông tin tại cuộc họp báo quý 1/2024 của UBND TP Đà Nẵng, ông Lê Văn Tuấn – Phó giám đốc Sở Xây dựng TP cho biết, đến thời điểm hiện tại sở chưa nhận được thông báo từ Công ty Cổ phần Đầu tư phát triển và Xây dựng Thành Đô – chủ đầu tư Dự án Cocobay Đà Nẵng liên quan đến việc đơn phương chấm dứt hợp đồng với khách hàng tại dự án này.
Ông Tuấn cho biết, Sở Xây dựng đã cho phép chủ đầu tư được bán nhà ở hình thành trong tương lai đối với dự án này. Trên cơ sở đó, chủ đầu tư đã hợp đồng mua bán nhà ở hình thành trong tương lai đối với các khách hàng cá nhân.
Theo quy định, hàng quý, chủ đầu tư phải báo cáo kết quả thực hiện. Tuy nhiên, thời điểm hiện nay, Sở Xây dựng chưa nhận được báo cáo của chủ đầu tư về việc này.
“Hợp đồng mang ý nghĩa tính chất dân sự giữa hai bên. Việc tranh chấp hợp đồng này là giữa chủ đầu tư và khách hàng liên quan. Trường hợp có những nội dung có liên quan đến vai trò quản lý nhà nước, Sở Xây dựng sẽ tham gia”, ông Tuấn cho hay.

Ông Tuấn cho biết thêm, Dự án Cocobay Đà Nẵng bao gồm 2 phân khu Q1 diện tích 300.797m2 và phân khu Q2 diện tích 212.529m2.
Hai phân khu này đã được UBND TP Đà Nẵng phê duyệt quy hoạch chi tiết và dự án đã triển khai thi công đưa vào sử dụng một phần.
Liên quan phân khu Q1, theo Quyết định số 593 ngày 01/02/2019 của UBND TP phê duyệt điều chỉnh quy hoạch chi tiết với nội dung chính là chuyển đổi 50% các công trình căn hộ khách sạn (không hình thành đơn vị ở) đang xây dựng tại cụm HH2, HH3, HH5 thành căn hộ chung cư (hình thành đơn vị ở).

Với các công trình căn hộ khách sạn cao tầng chưa xây dựng tại cụm HH4, HH6, HH7 chuyển thành căn hộ chung cư, biệt thự, biệt thự song lập, nhà chia lô liền kề. Riêng công trình cao tầng HH1 giảm chiều cao từ 50 tầng xuống 40 tầng, chuyển đổi 50% thành căn hộ chung cư.
Năm 2022, chủ đầu tư có kiến nghị điều chỉnh các khu HH2, HH3, theo hình thức chuyển hẳn khu HH2 thành căn hộ chung cư và khu HH3 thành căn hộ khách sạn (condotel).
Sau đó, Sở Xây dựng đã hướng dẫn chủ đầu tư thực hiện các thủ tục có liên quan. Tuy nhiên, từ năm 2022 đến nay, chủ đầu tư chưa thực hiện các thủ tục có liên quan.
Tổ hợp du lịch và giải trí Cocobay (Cocobay Đà Nẵng) của Tập đoàn Empire được khởi công vào tháng 6/2016 tại khu vực ven biển đường Trường Sa, phường Hòa Hải, quận Ngũ Hành Sơn, TP. Đà Nẵng. Dự án có tổng vốn đầu tư 11.000 tỷ đồng, được xây dựng trên diện tích khoảng 31ha. Đây sẽ là tổ hợp du lịch và giải trí với nhiều hạng mục như sân khấu biểu diễn trong nhà, sân khấu biểu diễn ngoài trời, quảng trường du lịch, tuyến phố đi bộ cùng hệ thống lưu trú condotel và khách sạn Boutique.
