Công khai thông tin người đã mua nhà ở xã hội, tránh trục lợi chính sách
UBND các địa phương định kỳ hàng năm phải thực hiện công bố danh sách cá nhân được mua, thuê, thuê mua nhà ở xã hội trên địa bàn để tránh tránh trục lợi chính sách.
Thông tin trên được Bộ Xây dựng cho biết tại văn bản trả lời kiến nghị của cử tri tỉnh Hà Nam gửi tới Quốc hội sau kỳ họp thứ 7, Quốc hội khóa XV.
Trong đó, cử tri đề nghị Bộ Xây dựng nghiên cứu xây dựng và đưa hệ thống dữ liệu thông tin chung về cá nhân đã được mua nhà ở xã hội trên cả nước để việc rà soát, xác minh được thuận lợi. Đồng thời, liên thông với cơ sở dữ liệu về nhà ở, đất ở để thuận tiện trong việc xác minh thực trạng của các cá nhân khi có đề nghị liên quan đến nhà ở xã hội.
Trả lời vấn đề này, Bộ Xây dựng cho biết, ngày 24/7, Chính phủ đã ban hành Nghị định số 94 quy định chi tiết một số điều của Luật Kinh doanh bất động sản về xây dựng, quản lý hệ thống thông tin, cơ sở dữ liệu về nhà ở và thị trường bất động sản.
Nghị định số 94 quy định thông tin, dữ liệu về cá nhân đã được mua, thuê, thuê mua nhà ở xã hội trên phạm vi toàn quốc thuộc dữ liệu nhà ở quốc gia và thông tin, dữ liệu về cá nhân đã được mua, thuê, thuê mua nhà ở xã hội trên địa bàn thuộc dữ liệu về nhà ở địa phương.
Ngoài ra, nghị định này cũng có quy định liên quan đến biểu mẫu thu thập thông tin, chủ thể thực hiện báo cáo, tổng hợp thông tin phục vụ xây dựng, khai thác dữ liệu về các cá nhân được mua, thuê, thuê mua nhà ở xã hội trên từng địa bàn và phạm vi toàn quốc.
Theo đó, UBND các tỉnh, thành phố trực thuộc trung ương có trách nhiệm định kỳ hàng quý báo cáo Bộ Xây dựng thông tin về cá nhân được mua, thuê, thuê mua nhà ở xã hội trên địa bàn và định kỳ hàng năm công bố danh sách này.
Đối với Bộ Xây dựng, bộ này có trách nhiệm tổng hợp thông tin cá nhân được mua, thuê, thuê mua nhà ở xã hội trên phạm vi toàn quốc phục vụ công tác quản lý nhà nước của ngành xây dựng; chia sẻ, kết nối với các cơ sở dữ liệu chuyên ngành khác có liên quan (cơ sở dữ liệu quốc gia về dân cư, đất đai).
Phát biểu tại một hội thảo hồi tháng 8, ông Nguyễn Đức Thọ, Phó Chủ tịch UBND TP Hải Phòng, cho biết, thời gian qua khi triển khai thủ tục mua bán nhà ở xã hội tại Hải Phòng đã xuất hiện một số người lợi dụng chính sách để hưởng chênh lệch giá, khi phát hiện thành phố đã lập tổ công tác xác minh và xử lý.
Để tránh tình trạng trục lợi trong mua bán nhà ở xã hội, Hải Phòng đã thực hiện quy trình công khai các dự án, giá cả, tiêu chuẩn với người mua. Điều này giúp người thực sự có nhu cầu mua nhà có thể tiếp cận được nhà ở xã hội.
Trong năm 2023, khi thực hiện mở bán dự án nhà ở xã hội NHS Trung Văn tại quận Nam Từ Liêm (Hà Nội), chủ đầu tư dự án cho biết, có 7 trường hợp không đủ điều kiện mua nhà.
7 trường hợp trên bị phát hiện đã có giấy chứng nhận quyền sử dụng đất, sở hữu nhà ở (sổ đỏ) tại các vị trí khác, hoặc nhà đất vượt quá 10 m2/người, nhưng vẫn tham gia bốc thăm. Điều này làm giảm mất cơ hội bốc thăm trúng suất mua nhà của những người có nhu cầu thật khác.
Nhiều ý kiến đánh giá, việc công khai thông tin người đã mua nhà ở xã hội sẽ tránh tình trạng trục lợi chính sách về nhà ở xã hội.
Theo báo cáo về tình hình triển khai Đề án “Đầu tư xây dựng ít nhất 1 triệu căn hộ nhà ở xã hội cho đối tượng thu nhập thấp, công nhân khu công nghiệp giai đoạn 2021-2030” của Bộ Xây dựng, từ năm 2021 đến cuối tháng 8/2024, cả nước đã hoàn thành 79 dự án với hơn 40.600 căn nhà ở xã hội.
So với mục tiêu đề án là hoàn thành 428.000 căn nhà ở xã hội trong giai đoạn 2021-2025 thì số lượng nhà hoàn thành thấp hơn nhiều, mới đạt gần 9,5%.
128 dự án đã khởi công xây dựng (gần 111.700 căn hộ) và 412 dự án (hơn 409.000 căn hộ) đã được chấp thuận chủ trương đầu tư.
Như vậy, với số lượng căn hộ đã khởi công, hoàn thành từ năm 2021 đến nay đạt khoảng 35,6% mục tiêu của đề án đặt ra đến năm 2025.
