Mới đây, UBND TPHCM có tờ trình gửi Thủ tướng Chính phủ và Bộ Xây dựng về Đồ án Điều chỉnh quy hoạch chung Tp.HCM đến năm 2040, tầm nhìn đến năm 2060.
Theo tờ trình, TPHCM định hướng phát triển theo 6 phân vùng. Mỗi phân vùng được cấu trúc theo hướng đa chức năng, gắn với các khu vực trọng điểm phát triển có vai trò trung tâm vùng, quốc gia và quốc tế nhằm tạo cơ hội việc làm, môi trường sống có chất lượng cao. Tổ chức không gian các phân vùng gắn với tổ chức hệ thống giao thông công cộng.
Cụ thể: Phân vùng đô thị trung tâm, đây là trung tâm hành chính, đối ngoại, thương mại, dịch vụ, kinh tế tri thức, đô thị sáng tạo. Trung tâm của phân vùng đô thị trung tâm là khu vực trung tâm Sài Gòn, Chợ Lớn và phụ cận, đồng thời là trung tâm chính của toàn thành phố.
Phân vùng phía Đông (Tp.Thủ Đức), định hướng phát triển là đô thị sáng tạo, giáo dục, đào tạo, công nghiệp công nghệ cao, dịch vụ tài chính, y tế, du lịch sinh thái; Trung tâm tài chính quốc tế được định hướng phát triển tại khu vực Thủ Thiêm.
Phân vùng phía Bắc (đô thị Củ Chi – Hóc Môn) định hướng phát triển là đô thị dịch vụ, giải trí, văn hoá, nghỉ dưỡng, chăm sóc sức khỏe đan xen cảnh quan nông nghiệp, định hướng hình thành các khu công nghiệp, giáo dục, đào tạo, công nghệ, khu hỗ trợ sản xuất nông nghiệp và du lịch sinh thái – văn hoá – lịch sử…
Phân vùng phía Tây (đô thị Bình Chánh) là đô thị công nghiệp, dịch vụ thương mại, công nghệ và dịch vụ chăm sóc sức khỏe, trung tâm y sinh hóa dược, giáo dục đào tạo.
Phân vùng phía Nam (đô thị Quận 7 – Nhà Bè) là đô thị công nghệ cao, sinh thái nước, kinh tế tri thức, văn hoá nghệ thuật, triển lãm, hội chợ, giải trí, du lịch sinh thái, công nghiệp, logistics, trung tâm kinh tế biển…
Phân vùng phía Đông Nam (đô thị Cần Giờ) là khu sinh thái, “lá phổi xanh” của thành phố; cửa ngõ phía Nam hướng biển và trung tâm đổi mới sáng tạo, trung tâm kinh tế biển với các loại hình du lịch sinh thái, nghỉ dưỡng, thương mại, cảng và logistics; trung tâm hậu cần nghề cá và nghiên cứu, nuôi trồng chế biến thủy sản.
Trước đó, Quy hoạch TP HCM thời kỳ 2021-2030, tầm nhìn đến 2050 được Thủ tướng phê duyệt cuối năm 2024 cũng xác định sau 5 năm tới, thành phố bắt đầu xây dựng các đô thị theo mô hình đa trung tâm gồm: đô thị trung tâm; đô thị Thủ Đức; đô thị Củ Chi – Hóc Môn; đô thị Bình Chánh; quận 7 – Nhà Bè và đô thị Cần Giờ. Ranh giới chính thức các đô thị sẽ xác định theo quyết định thành lập đô thị được cấp thẩm quyền phê duyệt. Đến năm 2050, TP HCM hoàn thành việc xây dựng theo mô hình thành phố đa trung tâm.
Cũng theo quy hoạch đã được duyệt này, các tiểu vùng, trung tâm cùng hoạt động kinh tế – xã hội được liên kết, hình thành, phát triển theo cấu trúc không gian đa trung tâm, trong đó đô thị trung tâm gồm 16 quận nội thành giữ vai trò hạt nhân. Tp.Thủ Đức là cực tăng trưởng mới và sắp xếp 5 huyện ngoại thành trên cơ sở hình thành 5 đô thị vệ tinh…
Việc điều chỉnh quy hoạch cần đáp ứng yêu cầu mới trong chiến lược phát triển kinh tế, xã hội cũng như giải quyết bất cập của đô thị lớn nhất nước, bao gồm dân số, nhà ở, hạ tầng giao thông, môi trường, thích ứng biến đổi khí hậu…
Đồ án điều chỉnh quy hoạch chung Tp.HCM sau khi được lập và phê duyệt sẽ là cơ sở cho quản lý đô thị, đặc biệt xác định phương hướng phát triển không gian, các chức năng của đô thị cùng hệ thống hạ tầng kỹ thuật, hướng tới sự sáng tạo, hiện đại.
