Sáng 12/5, tại tỉnh Thái Bình, Thủ tướng Phạm Minh Chính dự lễ khởi công dự án cao tốc Ninh Bình – Hải Phòng đoạn qua tỉnh Nam Định, Thái Bình theo phương thức đối tác công tư PPP và dự án khu công nghiệp Hưng Phú. Cả hai dự án đều do Tập đoàn Geleximco làm chủ đầu tư, với tổng vốn gần 22.000 tỷ đồng.
Tuyến đường cao tốc Ninh Bình – Hải Phòng (cao tốc CT.08) có tổng chiều dài 117 km và đi qua các tỉnh Vùng duyên hải Bắc Bộ. Trong đó, đoạn qua Ninh Bình đã triển khai đầu tư công, đoạn qua Hải Phòng đã giao Hải Phòng triển khai.
Đoạn qua tỉnh Nam Định và Thái Bình có tổng mức đầu tư (bao gồm cả lãi vay) gần 20.000 tỷ đồng, với quy mô 4 làn xe hoàn chỉnh, vận tốc thiết kế 120 km/giờ, nền đường rộng 24,75 m; đoạn tuyến có chiều dài khoảng 60,9 km, trong đó đoạn qua tỉnh Nam Định dài 27,6 km và đoạn qua tỉnh Thái Bình dài khoảng 33,3 km.
Thời gian thực hiện dự án từ năm 2023, cơ bản hoàn thành vào năm 2027, đưa vào khai thác vận hành từ năm 2028.
Đây là dự án đường bộ cao tốc đầu tiên được Chính phủ giao UBND tỉnh Thái Bình là cơ quan có thẩm quyền để triển khai thực hiện.
Tập đoàn Geleximco cùng liên danh là chủ đầu tư (Liên danh Geleximco – Vinaconex – Phuong Thanh Tranconsin – Naso CO – Hoang Cau IIC).
Dự án khu công nghiệp Hưng Phú do Công ty cổ phần Khu công nghiệp Geleximco Hưng Phú (công ty thành viên thuộc Tập đoàn Geleximco) làm chủ đầu tư, có diện tích trên 200 ha, với tổng vốn đầu tư gần 2.000 tỷ đồng, thuộc Khu kinh tế Thái Bình, có vị trí chiến lược thuận lợi tiếp giáp với vùng tam giác kinh tế Hà Nội – Hải Phòng – Quảng Ninh.
Phát biểu tại lễ khởi công, Thủ tướng Phạm Minh Chính đánh giá đây là 2 dự án quan trọng với tỉnh Thái Bình và vùng.
Thủ tướng đề nghị các nhà đầu tư, nhà thầu giữ đúng cam kết, khẩn trương huy động tối đa máy móc, nhân lực để tổ chức thi công trên tinh thần “3 ca, 4 kíp”, “vượt nắng, thắng mưa, không thua bão gió”, “ăn tranh thủ, ngủ khẩn trương”, “làm ngày không đủ, tranh thủ làm đêm”, “chỉ bàn làm, không bàn lùi”.
Đồng thời, Thủ tướng đề nghị rút ngắn thời gian, phấn đấu vượt tiến độ dự án cao tốc qua Nam Định, Thái Bình ít nhất 6 tháng, phấn đấu hoàn thành trong năm 2026, đưa tuyến đường vào khai thác càng sớm thì tỉnh Thái Bình có lợi, vùng đồng bằng sông Hồng có lợi và nhân dân sớm được thụ hưởng thành quả.
