Sếp Novaland nói về các dự án chưa cấp sổ: Hàng năm chúng tôi phải hỗ trợ phí quản lý khoảng 30 tỷ đồng để “xoa dịu” cư dân

Sáng 22/7, Báo Thanh niên tổ chức Hội thảo “Giá đất, thuế đất… thế nào cho hợp lý?”
Tại Hội thảo, ông Cao Minh Hiếu, Phó chủ tịch Hội đồng điều hành Tập đoàn Novaland chia sẻ về vấn đề thuế bổ sung 5,4% mỗi năm đối với khoản tiền sử dụng đất chưa nộp.
Ông Hiếu cho biết, Novaland có 13 dự án được giao đất từ năm 2015–2016 nhưng đến giờ vẫn chưa có thông báo từ cơ quan thuế. Chỉ khi cơ quan thuế có thông báo thì doanh nghiệp mới đóng tiền, và việc đóng tiền mới hợp lệ.
Ví dụ như dự án Richstar của Novaland từ năm 2016, hội đồng thẩm định giá đã đưa ra một con số khoảng 689 tỷ đồng. Tuy nhiên, khi trình lên ủy ban thì vướng vấn đề rà soát nguồn gốc đất. Dù hội đồng đã thông qua, Noavaland vẫn chưa thể căn cứ vào con số đó để thực hiện nghĩa vụ tài chính vì chưa có thông báo chính thức từ cơ quan thuế. Do đó, đến nay, Novaland vẫn chưa thể đóng khoản tiền này. Việc này kéo theo nhiều hệ lụy.
“Tính sơ sơ trong 10 năm qua, chúng tôi phải đóng thêm khoảng 370 tỷ nữa – một con số rất lớn. Với doanh nghiệp phải hạch toán độc lập cho từng dự án, số tiền này là cực kỳ áp lực.
Thiệt hại lớn nhất với doanh nghiệp khi chưa đóng tiền thuế đất là chưa được cấp sổ. Điều này ảnh hưởng đến niềm tin của khách hàng, uy tín thương hiệu bị ảnh hưởng nghiêm trọng. Dự án bị đình trệ thì không thể huy động vốn, dòng tiền không lưu chuyển. Tất cả khó khăn dồn lại”, ông Hiếu cho biết.
Với những chủ đầu tư lớn như Novaland, ông Hiếu cho rằng có thể lấy dự án này bù cho dự án khác. Nhưng với các chủ đầu tư nhỏ, chỉ có một hai dự án, nếu một trong hai dự án bị vướng thì chắc chắn sẽ dẫn đến phá sản.
Tự bỏ 30 tỷ đồng phí quản lý để “xoa dịu” cư dân

Lãnh đạo tập đoàn Novaland cho biết dù không muốn công bố số liệu cụ thể nhưng vẫn phải nêu ra để mọi người nhìn nhận rõ hơn.
“Ví dụ, do chưa được cấp sổ cho cư dân, hàng năm chúng tôi phải hỗ trợ phí quản lý khoảng 30 tỷ đồng. Với mười mấy dự án, số tiền hỗ trợ là rất lớn. Doanh nghiệp đã phải gánh chịu những khoản chi khổng lồ như vậy dù không có quy định luật pháp nào bắt buộc. Tuy nhiên, chúng tôi vẫn phải làm để xoa dịu, thể hiện trách nhiệm với người dân sinh sống trong dự án. Tôi tin các chủ đầu tư khác cũng gặp hoàn cảnh tương tự. Nếu không làm như vậy, người dân sẽ ngày càng mất niềm tin vào chủ đầu tư”, ông Hiếu tiết lộ
Sếp Novaland cho rằng khi thương hiệu bị ảnh hưởng, giá bán và khả năng tiêu thụ sản phẩm trong tương lai cũng bị tác động. Thay vì bán với giá tốt hơn, thương hiệu bị giảm sút, giá không còn như kỳ vọng, lợi nhuận giảm mạnh. Đó đã là thiệt hại lớn. Nếu truy thu 5,4% thì cần xem xét thấu đáo vì phần định giá, thủ tục doanh nghiệp đứng ngoài quá trình đó.
Ông Hiếu bày tỏ đồng tình và ủng hộ đề xuất của ông Lê Hồng Châu (Chủ tịch Hiệp hội Bất động sản TP.HCM) rằng cần nhìn nhận lại, có thể áp dụng mức 5,4%, 3,6% hay con số nào đó hợp lý, nhưng phải tính từ thời điểm doanh nghiệp nhận được thông báo, sau khi trừ thời gian làm thủ tục.
“Ví dụ, các dự án của chúng tôi đã chờ 10 năm rồi – không thể áp một mức truy thu kéo dài cho cả 10 năm như vậy. Nhưng nếu sau hội nghị này, tính từ tháng 3 cộng với thời gian gia hạn đóng tiền là 180 ngày chẳng hạn, mà doanh nghiệp có thông báo mà không đóng – thì hoàn toàn có thể áp mức phạt, và chúng tôi sẵn sàng thực hiện”, ông đề xuất.
Lãnh đạo Tập đoàn Novaland cho rằng những doanh nghiệp làm thật, làm bài bản để duy trì dự án đều phải gánh chịu rất nhiều chi phí. Ví dụ, một dự án lên đến 1.000 tỷ tại thời điểm thu tiền hoặc huy động vốn, nhưng số tiền đó phải nuôi hàng nghìn con người trong suốt quá trình chờ đợi. Đợi đến khi có dự án sinh lợi, lợi nhuận đã bị chi hết cho việc vận hành bộ máy.
“Và chắc chắn, doanh nghiệp có năng lực thực hiện những dự án lớn phải duy trì bộ máy thường xuyên, không thể đến lúc có dự án mới đi huy động người. Ngay từ bây giờ, chúng tôi vẫn phải tuyển thêm người, đào thải, chuẩn bị sẵn sàng cho giai đoạn phát triển tiếp theo”, ông phân tích.
