Chủ đầu tư dự án là CTCP Đô thị Du lịch Cần Giờ là công ty con của Tập đoàn Vingroup. Tại thời điểm ngày 31/12/2024, Vingroup đang sở hữu 73,44% tỷ lệ lợi ích và 99,99% tỷ lệ biểu quyết tại doanh nghiệp này.

Ban đầu, dự án có quy mô 600ha, đến tháng 6/2020, dự án khu du lịch lấn biển Cần Giờ được phê duyệt điều chỉnh quy mô từ 600ha lên 2.870ha, nâng tổng mức đầu tư lên tới 10 tỷ USD.

CTCP Đô thị Du Lịch Cần Giờ được thành lập ngày 21/09/2004. Ông Đặng Thành Tâm, Chủ tịch HĐQT Tổng Công ty Phát triển Đô thị Kinh Bắc-CTCP (mã: KBC) từng giữ chức Chủ tịch HĐQT của công ty cho đến tháng 8/2014.

Tính đến 31/12/2013, 3 công ty liên quan đến ông Tâm sở hữu cổ phần hơn 65% cổ phần tại Đô thị Du Lịch Cần Giờ, gồm Khoáng sản Sài Gòn Quy Nhơn – SQC sở hữu 21,25% cổ phần, CTCP Xây dựng Sài Gòn sở hữu 21,25% cổ phần và Công ty quản lý quỹ SGI sở hữu 23% cổ phần.
