Trưa 16/3, trong chương trình công tác tại tỉnh Vĩnh Phúc, Thủ tướng Phạm Minh Chính dự lễ khởi công xây dựng công trình nhà ở xã hội thuộc dự án Khu đô thị mới Nam Vĩnh Yên, giai đoạn 1.
Cùng đi với Thủ tướng có các đồng chí Ủy viên Trung ương Đảng: Bộ trưởng Bộ Dân tộc và Tôn giáo Đào Ngọc Dung, Bộ trưởng Bộ Xây dựng Trần Hồng Minh, Bí thư Tỉnh ủy Vĩnh Phúc Đặng Xuân Phong; lãnh đạo các bộ, ngành, cơ quan Trung ương và địa phương.
Theo Đề án xây dựng ít nhất 1 triệu căn nhà ở xã hội cho đối tượng thu nhập thấp, công nhân khu công nghiệp được Thủ tướng Chính phủ phê duyệt, đến năm 2030 Vĩnh Phúc phải hoàn thành 28.300 căn hộ.
Dự án nhà ở xã hội tại Khu đô thị mới Nam Vĩnh Yên-giai đoạn 1 có quy mô lớn với 38 tòa nhà, hơn 5.300 căn hộ, tổng diện tích sàn gần 190.000 m2 trên diện tích đất 17 ha, tổng vốn đầu tư hơn 7.000 tỷ đồng, dự kiến hoàn thành toàn bộ trước năm 2030. Chủ đầu tư là Tổng công ty cổ phần Đầu tư phát triển xây dựng (DIC).
Thủ tướng mong Vĩnh Phúc tiếp tục tiên phong phát triển đô thị sáng, xanh, sạch, đẹp, phát triển nhà ở xã hội vì tỉnh vừa có điều kiện, vừa đông công nhân – Ảnh: VGP/Nhật Bắc
Theo Bí thư Tỉnh ủy Vĩnh Phúc Đặng Xuân Phong, với chỉ đạo của Thủ tướng Chính phủ, cũng như nhiều địa phương khác, Vĩnh Phúc đã có thay đổi mạnh mẽ về tư duy, cách làm phát triển nhà ở xã hội; theo đó, phải ưu tiên nhà ở xã hội trước rồi mới đến nhà ở thương mại, chứ không phải không làm được nhà ở thương mại thì làm nhà ở xã hội.
Ông cho biết, hiện tỉnh có 17 khu công nghiệp, trong đó có 9 khu công nghiệp đã hoạt động với tỷ lệ lấp đầy cao, có trên 260.000 lao động thường xuyên, nhu cầu nhà ở xã hội rất lớn.
Đầu năm 2025, tỉnh đã khởi công 1 dự án và theo kế hoạch năm 2025 sẽ khởi công 6 dự án/công trình nhà ở xã hội với quy mô 2.190 căn. Dự kiến từ nay tới hết tháng 8, mỗi tháng tỉnh sẽ khởi công một dự án. Tỉnh phấn đấu hoàn thành mục tiêu Thủ tướng giao trước 1 năm so với kế hoạch.
Riêng với dự án nhà ở xã hội tại Khu đô thị mới Nam Vĩnh Yên-giai đoạn 1, Bí thư Tỉnh ủy Vĩnh Phúc yêu cầu phải nhanh hơn, chất lượng hơn, ưu đãi hơn và minh bạch hơn.
Phát biểu tại lễ khởi công, Thủ tướng Phạm Minh Chính đánh giá cao việc khởi công dự án nhà ở xã hội tại Khu đô thị mới Nam Vĩnh Yên-giai đoạn 1 của Vĩnh Phúc.
Đây là bước cụ thể hóa, triển khai Chỉ thị số 34-CT/TW ngày 24/5/2024 của Ban Bí thư về tăng cường sự lãnh đạo của Đảng đối với công tác phát triển nhà ở xã hội trong tình hình mới; Đề án “Đầu tư xây dựng ít nhất 1 triệu căn hộ nhà ở xã hội cho đối tượng thu nhập thấp, công nhân khu công nghiệp giai đoạn 2021-2030”; Quyết định số 444/QĐ-TTg ngày 27/2/2025 giao chỉ tiêu hoàn thành nhà ở xã hội trong năm 2025 và các năm tiếp theo đến năm 2030.
Thủ tướng nhấn mạnh, quan điểm xuyên suốt của Đảng, Nhà nước ta là phát triển nhanh và bền vững, thúc đẩy tăng trưởng trên nền tảng ổn định kinh tế vĩ mô, bảo đảm môi trường sáng, xanh, sạch, đẹp; đồng thời bảo đảm tiến bộ, công bằng, an sinh xã hội, không để ai bị bỏ lại phía sau, đầu tư cho con người là đầu tư cho phát triển, trong đó có bảo đảm tiếp cận bình đẳng về nhà ở với mọi công dân. Hiến pháp cũng quy định công dân có quyền có chỗ ở.
Thời gian qua, công tác phát triển và đầu tư xây dựng nhà ở xã hội luôn được Đảng, Nhà nước, Chính phủ, Thủ tướng Chính phủ, cùng các bộ, ngành, địa phương quan tâm với nhiều chính sách và ưu tiên các nguồn lực và là nhiệm vụ quan trọng của Chính phủ các ngành, địa phương.

Quốc hội đã thông qua nhiều Luật (như: Luật Nhà ở năm 2023, Luật Kinh doanh bất động sản năm 2023, Luật Đất đai năm 2024, Luật Các tổ chức tín dụng năm 2024), cùng với đó là hệ thống văn bản hướng dẫn quy định chi tiết các luật được ban hành đầy đủ với nhiều nội dung đổi mới, nhằm tháo gỡ về mặt pháp lý, tạo điều kiện thuận lợi cho thị trường bất động sản, trong đó có chính sách nhà ở xã hội cho người thu nhập thấp, nhà ở cho công nhân các khu công nghiệp.
Theo Thủ tướng, nhà ở xã hội được ưu tiên trong quy hoạch, bố trí quỹ đất; ưu tiên về tiền sử dụng đất, về tài chính, nguồn vốn; ưu tiên xây dựng hạ tầng đồng bộ; có khống chế về giá, quy định lợi nhuận trong một giới hạn nhất định; nên phải bảo đảm chất lượng công trình, nhà ở.
Không vì những ưu tiên này mà hạ thấp giá trị, chất lượng nhà ở nhà ở xã hội, các cấp chính quyền phải nhận thức rõ, quán triệt điều này trong thực hiện đầu tư phát triển nhà ở xã hội, Thủ tướng phát biểu.
Vì vậy, cấp ủy, chính quyền các địa phương phải có chủ trương, tập trung lãnh đạo, chỉ đạo, quản lý nhà nước theo chủ trương, chính sách của Đảng, Nhà nước, Chỉ thị 34 của Ban Bí thư, Đề án của Chính phủ và Quyết định của Thủ tướng Chính phủ, triển khai các dự án nhà ở xã hội nhanh, bảo đảm chất lượng, hạ tầng, môi trường và quản trị.
Thủ tướng đề nghị các nhà đầu tư đã hứa phải làm, đã cam kết phải thực hiện, bảo đảm minh bạch trong triển khai các dự án, bảo đảm quyền và lợi ích hợp pháp, chính đáng của người dân.
Thủ tướng giao Bộ Xây dựng, các bộ, ngành có liên quan tiếp tục xây dựng, hoàn thiện các tiêu chuẩn, quy chuẩn đáp ứng yêu cầu nhà ở hiện đại, văn minh, sáng, xanh, sạch đẹp để thực hiện bài bản trên phạm vi toàn quốc; đồng thời tăng cường kiểm tra, đôn đốc việc thực hiện chỉ đạo của Thủ tướng Chính phủ về đưa nhà ở xã hội thành một chỉ tiêu phát triển kinh tế-xã hội. Cùng với đó, khẩn trương hoàn thiện hồ sơ trình Chính phủ trước ngày 25/3 để trình Quốc hội tại kỳ họp tới nhằm tháo gỡ khó khăn, vướng mắc pháp lý, thúc đẩy phát triển nhà ở xã hội trên cả nước.
Các bộ, ngành theo chức năng, nhiệm vụ, quyền hạn thực hiện quản lý nhà nước về đất đai, môi trường, xã hội, giáo dục, y tế… liên quan tới nhà ở xã hội. Ngành ngân hàng phải có tín dụng ổn định, lâu dài cho người đầu tư và người sử dụng nhà ở xã hội, nhất là người trẻ dưới 35 tuổi.
Thủ tướng nhấn mạnh phương châm “3 có 2 không” trong phát triển nhà ở xã hội, trong đó “3 có” gồm có lợi cho Nhà nước, có lợi cho người dân, có lợi cho doanh nghiệp, lợi ích hài hòa, rủi ro chia sẻ; “2 không” là không có động cơ cá nhân, tham nhũng, tiêu cực và không để thất thoát, lãng phí tài sản của Nhà nước, của nhân dân, tài nguyên của đất nước.
