Sở Xây dựng TPHCM nói gì về điều kiện bán nhà ở hình thành trong tương lai dự án Victoria Village của NVL?
Ngày 26/05, Sở Xây dựng TPHCM có văn bản gửi CTCP Kinh doanh Bất động sản Thái Bình (TBLC) về việc xác nhận đủ điều kiện bán nhà ở hình thành trong tương lai đối với 1,044 căn hộ tại dự án khu cao tầng thuộc khu nhà ở 42,777m2 tại phường Thạnh Mỹ Lợi, thành phố Thủ Đức.
Sở Xây dựng cho biết qua rà soát, chủ đầu tư chưa cung cấp văn bản của cơ quan nhà nước có thẩm quyền xác nhận Công ty đã hoàn thành nghĩa vụ tài chính về tiền sử dụng đất đối với dự án.
Công văn ngày 31/12/2020, UBND thành phố chấp thuận chủ trương đầu tư dự án khu cao tầng thuộc dự án khu nhà ở phường Thạnh Mỹ Lợi với tiến độ thực hiện trong 3.5 năm kể từ ngày ban hành văn bản chấp thuận chủ trương đầu tư. Tuy nhiên, đến nay Công ty chưa cung cấp văn bản của cơ quan nhà nước chấp thuận điều chỉnh, kéo dài tiến độ và thời gian thực hiện dự án.
Bên cạnh đó, chủ đầu tư cũng chưa cung cấp văn bản của ngân hàng về việc đồng ý thực hiện các thủ tục liên quan cấp bảo lãnh cho nghĩa vụ tài chính của chủ đầu tư đối với bên mua nhà khi không bàn giao nhà ở theo cam kết.
Theo đó, Sở Xây dựng đề nghị Công ty Thái Bình cung cấp các văn bản liên quan nói trên để hoàn chỉnh hồ sơ trong vòng 30 ngày.

Được biết, Công ty Thái Bình có vốn điều lệ 750 tỷ đồng, hiện là công ty con do Novaland (HOSE: NVL) sở hữu 99.95%. Vào tháng 12/2019, HĐQT NVL chấp thuận bảo lãnh việc phát hành trái phiếu của Công ty Thái Bình với giá trị trái phiếu tối đa 500 tỷ đồng. Năm 2019 và 2021, Thái Bình từng huy động hai lô trái phiếu giá trị lần lượt 500 tỷ đồng và 300 tỷ đồng. Theo ghi nhận trên HNX, cả 2 lô này đều không còn lưu hành. Tính tới cuối 2024, Công ty đã không còn nợ trái phiếu.

Trên báo cáo của NVL cho biết, Công ty Thái Bình đang phát triển dự án Victoria Village tại Thủ Đức, diện tích bằng đúng dự án nói trên. Các loại hình sản phẩm gồm nhà phố, biệt thự, căn hộ, shophouse. Dự án bắt đầu phát triển vào quý 2/2017, NVL cho biết khu thấp tầng đã bàn giao từ quý 3/2019 và đã cấp Giấy chứng nhận quyền sử dụng đất trong năm 2024, đến nay tiếp tục bàn giao và cấp giấy còn lại đến quý 4/2025. Khu cao tầng gồm 4 tòa tháp cao 25 tầng, 1 tầng hầm, với 1,044 căn hộ, dự kiến bàn giao từ quý 1/2026.
Kết quả kinh doanh giai đoạn 2021-2024 cho thấy 2021 là năm lợi nhuận đạt cao nhất với 354 tỷ đồng, còn 2024 là năm tụt dốc nhất với số lỗ 116 tỷ đồng.
