Hàng loạt dự án ven biển “chết lâm sàng”
Từng được kỳ vọng là “Mũi Né thứ hai” ở Bình Thuận song khu vực Mũi Kê Gà đang chứng kiến hàng chục dự án bất động sản nghỉ dưỡng rơi vào cảnh đìu hiu.
Từ trung tâm TP Phan Thiết đi theo tuyến đường ven biển Lạc Long Quân về phía Nam, có nhiều dự án bất động sản nghỉ dưỡng ven biển như Thế Giới Xanh, Đồi Phong Lan, Ánh Dương Resort, Đồi Sứ Resort… đã bị bỏ hoang nhiều năm. Một số dự án được cải tạo thành hàng quán tạm bợ, không còn nhận ra nơi đây từng là các khu du lịch.
Đất vàng bị bỏ quên
Mũi Kê Gà thuộc xã Tân Thành, huyện Hàm Thuận Nam; là một địa danh du lịch nổi tiếng của tỉnh Bình Thuận, nơi có ngọn hải đăng Kê Gà được xây dựng từ hơn 100 năm trước. Khu vực này có vị trí thuận lợi khi nằm ngay cửa ngõ du lịch Bình Thuận, cách TP HCM 160 km và cách tỉnh Bà Rịa – Vũng Tàu 80 km. Nhờ có bãi biển dài, hoang sơ, Mũi Kê Gà đã thu hút nhiều chủ đầu tư tìm đến từ hơn 15 năm trước với kỳ vọng biến nơi đây thành “Mũi Né thứ hai”. Thời điểm đầu năm 2000, đón đầu xu hướng du lịch nghỉ dưỡng, các nhà đầu tư tập trung xây dựng nhiều dự án resort, bất động sản nghỉ dưỡng.

Tuy nhiên, đến năm 2007, Thủ tướng Chính phủ Quyết định phê duyệt quy hoạch Cảng nước sâu Kê Gà, do Tập đoàn Công nghiệp Than – Khoáng sản Việt Nam (TKV) làm chủ đầu tư.
Tháng 4-2008, Sở Kế hoạch và Đầu tư tỉnh Bình Thuận ban hành văn bản thông báo chủ trương đầu tư tới các chủ đầu tư dự án trong khu vực dự kiến xây dựng Cảng nước sâu Kê Gà. Từ đây, nhiều doanh nghiệp du lịch, bất động sản nghỉ dưỡng bị yêu cầu dừng thi công dự án đang thực hiện, không được tiếp tục xây dựng mới.
Đến tháng 2-2014, Thủ tướng có văn bản đồng ý dừng thực hiện đầu tư Cảng nước sâu Kê Gà, giao UBND tỉnh Bình Thuận phối hợp TKV đánh giá, bồi thường thiệt hại cho các đối tượng bị thu hồi đất phục vụ dự án này. Tuy vậy, nhiều nhà đầu tư là các doanh nghiệp du lịch, bất động sản nghỉ dưỡng quyết định không quay lại nơi từng được xem là “Mũi Né thứ hai” này.
Nhiều giải pháp tháo gỡ
Theo Sở Kế hoạch và Đầu tư tỉnh Bình Thuận, khu vực Mũi Kê Gà có 38 dự án du lịch còn hiệu lực với tổng diện tích đăng ký đầu tư 706,9 ha và tổng vốn đăng ký đầu tư hơn 1.237 tỉ đồng. Trong đó, 13 dự án đã kinh doanh, 11 dự án đang triển khai xây dựng và 14 dự án chưa triển khai. Sở Kế hoạch và Đầu tư cho rằng các dự án chậm triển khai bên cạnh nguyên nhân vướng mắc liên quan dự án Cảng nước sâu Kê Gà còn có nguyên nhân từ việc đền bù giải phóng mặt bằng tại đây gặp nhiều khó khăn, kéo dài vì chính sách giá đền bù thay đổi, không thỏa thuận được giá và phải thực hiện thủ tục xét tính pháp lý.
Cuối năm 2023, Chủ tịch UBND tỉnh Bình Thuận đã chủ trì làm việc, nghe báo cáo về các dự án đầu tư bằng nguồn vốn ngoài ngân sách nhà nước chậm triển khai, chậm đưa đất vào sử dụng trên địa bàn tỉnh. Trên cơ sở đó, UBND tỉnh đã ban hành thông báo về việc tiếp tục chỉ đạo, phân công nhiệm vụ cụ thể cho từng sở, ngành và huyện Hàm Thuận Nam bám sát, theo dõi chặt chẽ các dự án đang và chưa triển khai xây dựng, từ đó tham mưu cấp thẩm quyền phương án xử lý theo quy định. Trong đó, kiên quyết xử lý, thu hồi các dự án có dấu hiệu “chết lâm sàng”, “chờ thời”, không để xảy ra tình trạng lãng phí tài nguyên đất đai.

Lập tổ công tác tháo gỡ vướng mắc Trên phạm vi toàn tỉnh Bình Thuận hiện có 380 dự án đầu tư du lịch nghỉ dưỡng còn hiệu lực. Trong đó, 193 dự án đã đưa vào hoạt động, 94 dự án đang triển khai xây dựng và 93 dự án chưa triển khai. Tháng 4-2023, tỉnh Bình Thuận thành lập Tổ Công tác đặc biệt 1279 để tháo gỡ khó khăn, vướng mắc, hỗ trợ các doanh nghiệp, nhà đầu tư, dự án đầu tư trên địa bàn tỉnh, bao gồm các dự án bất động sản nghỉ dưỡng ven biển. Đến nay Tổ Công tác đã tiếp nhận và xử lý 69 kiến nghị, trong đó có 50 trường hợp trực tiếp xử lý, 1 trường hợp báo cáo UBND tỉnh giải quyết và 18 trường hợp chuyển đến các cơ quan khác giải quyết theo thẩm quyền. Theo đánh giá của Sở Kế hoạch và Đầu tư, việc thành lập Tổ Công tác 1279 đã góp phần giải quyết kịp thời những khó khăn, vướng mắc cho nhà đầu tư trong triển khai các dự án đầu tư trên địa bàn tỉnh. |
