Hà Nội: Sau vụ 2 lãnh đạo cấp xã bị tạm đình chỉ, huyện yêu cầu báo cáo tình trạng vi phạm đất đai
Ngày 3/5, Chủ tịch UBND huyện Phú Xuyên Lê Văn Bính cho biết, vừa qua UBND huyện đã quyết định tạm đình chỉ việc điều hành đối với Chủ tịch UBND thị trấn Phú Xuyên và Chủ tịch UBND xã Hồng Thái. Việc tạm đình chỉ 2 lãnh đạo cấp xã để tập trung chỉ đạo và thực hiện công tác quản lý và xử lý vi phạm trong lĩnh vực đất đai , trật tự xây dựng trên địa bàn xã Hồng Thái và thị trấn Phú Xuyên.
Theo lãnh đạo huyện, đến thời điểm hiện tại, Phó Chủ tịch phụ trách lĩnh vực cùng lực lượng Công an xã đã thuyết phục người vi phạm tự nguyện múc cát, trạc thải ra khỏi khu vực vi phạm tại xã Hồng Thái . “Tại thị trấn Phú Xuyên, nếu không tự nguyện khắc phục, chúng tôi sẽ tiếp tục thực hiện các biện pháp theo quy định của pháp luật để xử lý triệt để vi phạm”, lãnh đạo huyện thông tin.

Thông tin từ huyện Phú Xuyên, ngay sau khi tạm đình chỉ 2 Chủ tịch xã và thị trấn, UBND huyện Phú Xuyên đã ban hành công văn chỉ đạo các xã, thị trấn tăng cường công tác quản lý, xử lý tình trạng lấn chiếm đất đai, ao hồ, đồng ruộng trong quá trình sắp xếp các đơn vị hành chính theo công điện chỉ đạo của Chủ tịch UBND thành phố Hà Nội.
Theo đó, UBND huyện nhận định, qua phản ánh của người dân, báo chí, hiện nay tại một số địa bàn vẫn có tình trạng lấn chiếm đất đai, ao hồ , đất nông nghiệp, tự ý xây dựng công trình trái phép. Tình trạng này không chỉ gây ảnh hưởng đến hiệu lực quản lý nhà nước mà còn tiềm ẩn nguy cơ phát sinh tranh chấp, khiếu kiện phức tạp, ảnh hưởng đến an ninh trật tự, gây bức xúc, ảnh hưởng đến niềm tin của nhân dân.
Trước tình hình trên và nhằm tăng cường công tác quản lý nhà nước trong giai đoạn sắp xếp các đơn vị hành chính, kịp thời phát hiện, ngăn chặn và xử lý nghiêm các hành vi vi phạm, Chủ tịch UBND huyện Phú Xuyên giao Chủ tịch UBND các xã, thị trấn chịu trách nhiệm toàn diện trong công tác quản lý đất đai, trật tự xây dựng trên địa bàn. Không để xảy ra tình trạng buông lỏng quản lý, tạo điều kiện cho vi phạm phát sinh.
Đồng thời, các địa phương cần kịp thời phát hiện, xử lý dứt điểm ngay từ đầu các trường hợp vi phạm. Song song với đó là kiểm tra, rà soát thiết lập hồ sơ, ban hành Quyết định xử phạt vi phạm hành chính đối với tất cả các trường hợp còn tồn đọng và phát sinh vi phạm mới trong lĩnh vực đất đai, trật tự xây dựng trên địa bàn. Trường hợp vượt thẩm quyền xử phạt vi phạm hành chính của Chủ tịch UBND xã, thị trấn thì phối hợp với phòng Nông nghiệp và Môi trường, Đội Quản lý trật tự xây dựng đô thị và các cơ quan, đơn vị có liên quan đề xuất Chủ tịch UBND huyện xử phạt vi phạm hành chính theo quy định.
Chủ tịch huyện giao Chủ tịch UBND xã, thị trấn tổng hợp các trường hợp vi phạm đất đai, trật tự xây dựng. Trong đó yêu cầu báo cụ thể các trường hợp đã kiểm tra, rà soát thiết lập hồ sơ, ban hành Quyết định xử lý vi phạm hành chính, các trường hợp chưa thiết lập hồ sơ, lý do… báo cáo UBND huyện trước 15h ngày 6/5/2025.
