Ba cơ chế đặc thù giúp đẩy nhanh tiến độ dự án Vành đai 3 TP.HCM
Thứ trưởng Bộ GTVT Lê Anh Tuấn nhận định, tiến độ dự án Vành đai 3 được đẩy nhanh nhờ vào 3 cơ chế đặc thù trong Nghị quyết 57 của Quốc hội.
Chiều 4/3, Đoàn giám sát của Quốc hội do Phó Chủ tịch Quốc hội Nguyễn Đức Hải dẫn đầu, đã có buổi làm việc với UBND TP.HCM về thực hiện Nghị quyết 43 của Quốc hội về chính sách tài khóa, tiền tệ hỗ trợ chương trình phục hồi phát triển kinh tế -xã hội và Nghị quyết 57 về chủ trương đầu tư dự án Vành đai 3.
Cùng tham dự buổi làm việc còn có đại diện UBND các tỉnh Bình Dương, Đồng Nai và Long An.

Phát biểu tại buổi làm việc, bà Phạm Thị Kim Chi, Phó Chủ nhiệm Ủy ban Tài chính của Quốc hội đánh giá cao tiến độ triển khai dự án Vành đai 3.
“Tôi thấy dự án này thành phố lấy người dân làm trung tâm, lắng nghe, lấy ý kiến nhân dân… Trước khi áp giá bồi thường giải phóng mặt bằng đã tạo được sự đồng thuận cao và tiến độ dự án được đẩy nhanh”, bà Chi bày tỏ.
Tuy nhiên, theo bà Chi, một số địa phương như Đồng Nai, Bình Dương còn chậm tiến độ ở một số thành phần. Do đó, với tư cách đầu mối, TP.HCM phải hỗ trợ hết mình cho các địa phương này.

Một số đại biểu khác cho rằng, TP.HCM phải thể hiện rõ hơn tư cách làm đầu mối để đạt được sự đồng bộ cho toàn dự án. Riêng đại biểu Lê Văn Mạnh đánh giá, nghị quyết về dự án Vành đai 3 cho phép chỉ định một số gói thầu đã rút ngắn được thời gian, đẩy nhanh tiến độ.
“Như vậy, cơ chế cho phép chỉ định thầu đã rút ngắn thời gian đáng kể. Chúng tôi muốn nghe nói thêm về vấn đề này để có thể làm bài học cho những dự án tiếp theo”, ông Mạnh đề xuất.
Kết luận buổi làm việc, Phó Chủ tịch Quốc hội Nguyễn Đức Hải cho biết, Đoàn giám sát đánh giá cao kết quả đạt được của TP.HCM trong thực hiện Nghị quyết 43 và Nghị quyết 57, đưa thành phố vượt qua khó khăn, từng bước phục hồi, phát triển kinh tế – xã hội, ổn định đời sống nhân dân. Cụ thể, GRDP năm 2022 tăng 9,03%, năm 2023 tăng 5,81%. Việc triển khai đường Vành đai 3 cũng đang quyết tâm bám sát tiến độ.

Tuy nhiên, theo ông Nguyễn Đức Hải, dự án Vành đai 3 vẫn còn một số thành phần triển khai chưa đáp ứng tiến độ. Trong đó, việc lập, thẩm định, phê duyệt thiết kế kỹ thuật dự toán các dự án thành phần thuộc thẩm quyền quản lý của các tỉnh Đồng Nai, Bình Dương vẫn còn chậm.
Công tác sửa chữa hạ tầng kỹ thuật liên quan đến khu tái định cư chậm; còn có khiếu kiện về đơn giá bồi thường đất nông nghiệp trường hợp vừa có đất ở vừa có đất nông nghiệp; công tác chuẩn bị và giao nền đất, căn hộ tái định cư cho người dân một số nơi chưa kịp thời…
Về nguồn cung vật liệu, đặc biệt là nguồn cát, Phó Chủ tịch Quốc hội lo lắng về nguy cơ thiếu hụt, do một số mỏ khai thác đã ngưng hoạt động, trong khi đó nhiều dự án cao tốc đồng loạt triển khai.
Từ những vấn đề trên, ông Nguyễn Đức Hải đề nghị TP.HCM và các địa phương liên quan tiếp tục bổ sung, đánh giá hiệu quả trong công tác phối hợp giữa các địa phương; việc xác định đơn giá bồi thường, hỗ trợ và trách nhiệm cụ thể của cơ quan, tổ chức, cá nhân có liên quan cũng như cần đề xuất cụ thể kiến nghị, giải pháp để hoàn thành việc thu hồi đất, hỗ trợ tái định cư.
Đồng thời, bổ sung đánh giá nguyên nhân, trách nhiệm, tính hiệu quả của việc lập, thẩm định vốn bố trí cho dự án dẫn đến không sử dụng hết số vốn bồi thường giải phóng mặt bằng đã dự kiến bố trí cho dự án, số vốn dư lớn; báo cáo rõ hơn và đề xuất cụ thể giải pháp bảo đảm nguồn cung về nguyên vật liệu, đặc biệt là nguồn cát, đất đắp.

Trước đó, giải trình với Đoàn giám sát, Thứ trưởng Bộ GTVT Lê Anh Tuấn khẳng định, tiến độ dự án Vành đai 3 được đẩy nhanh là nhờ 3 cơ chế đặc thù trong Nghị quyết 57.

Thứ nhất, nguồn vốn cho dự án có sự chia sẻ giữa địa phương và Trung ương. Theo ông Tuấn, tại thời điểm khởi động dự án, Bộ GTVT khi đó chỉ có khoảng 17 nghìn tỷ đồng, không biết triển khai thế nào. Cơ chế về vốn đã tháo gỡ vướng mắc cho dự án.
Thứ 2, công tác giải phóng mặt bằng được tách thành một dự án riêng.
Thứ 3 là cơ chế rút ngắn thủ tục và khai thác vật liệu. Nếu làm theo thông lệ trước đây là tìm vật liệu, thẩm định, phê duyệt mới khai thác sẽ kéo dài thời gian. Hiện nay, các tỉnh ở Đồng bằng sông Cửu Long đã cam kết về cung ứng vật liệu cho dự án nên tiến độ dự án sẽ được đảm bảo.

Chủ tịch UBND TP.HCM Phan Văn Mãi cũng cho rằng, Nghị quyết 57 với các cơ chế đặc thù đã giúp đẩy nhanh tiến độ dự án Vành đai 3. Cụ thể, tháng 6/2022, Quốc hội ban hành nghị quyết thì đến cuối năm 2023 đã thấy hình hài con đường, dù dự án cần nguồn vốn trên 70 nghìn tỷ, không phải dễ thực hiện.
“Đây là bài học để tới đây TP.HCM áp dụng cho việc xây dựng Vành đai 4 và một số dự án cao tốc đã và đang hình thành. Đặc biệt, thành phố sẽ tiếp cận theo hướng triển khai Vành đai 3 cho dự án làm 200km đường sắt tới đây”, ông Phan Văn Mãi cho hay.
