Sáng 16/9, Phó Thủ tướng Trần Hồng Hà chủ trì cuộc họp Tổ công tác của Thủ tướng Chính phủ về chỉ đạo, đôn đốc việc rà soát, đề xuất cấp có thẩm quyền ban hành cơ chế, chính sách đặc thù, văn bản có liên quan thực hiện chỉ đạo của Bộ Chính trị về đề án, phương án tháo gỡ khó khăn, vướng mắc đối với các dự án, đất đai trong các kết luận thanh tra, kiểm tra, bản án tại một số tỉnh, thành phố.
Tổ công tác do Phó Thủ tướng Trần Hồng Hà làm Tổ trưởng; các Tổ phó là Bộ trưởng: Bộ Tài nguyên và Môi trường, Bộ Tư pháp; Tổng Thanh tra Chính phủ và lãnh đạo một số bộ, ngành, cơ quan Trung ương, 5 tỉnh/thành phố (Hà Nội, Thành phố Hồ Chí Minh, Đà Nẵng, Khánh Hòa, Long An).
Xác định “đúng người, rõ việc”
Tại cuộc họp, Phó Thủ tướng nhấn mạnh kế hoạch của Chính phủ thực hiện chỉ đạo của Bộ Chính trị về đề án, phương án tháo gỡ khó khăn, vướng mắc đối với các dự án, đất đai trong các kết luận thanh tra, kiểm tra, bản án tại một số tỉnh, thành phố (Kế hoạch) đã giao nhiệm vụ cụ thể cho từng bộ, ngành, địa phương. Quan trọng nhất, xác định “đúng người, rõ việc” trong tổ chức thực hiện chỉ đạo của Bộ Chính trị, kế hoạch, đề án đã được Thủ tướng ban hành.
Ghi nhận các ý kiến tại cuộc họp, Phó Thủ tướng yêu cầu Bộ Tài nguyên và Môi trường bám sát nội dung nhiệm vụ được giao, xác định rõ những vướng mắc liên quan đến luật để khi xây dựng dự thảo nghị quyết của Quốc hội, bảo đảm bao quát, không bỏ sót và không đưa vào các vấn đề thuộc thẩm quyền dưới luật.
Bộ Tư pháp, Văn phòng Chính phủ phối hợp chặt chẽ với Bộ Tài nguyên và Môi trường để thẩm định, hoàn thiện dự thảo nghị quyết báo cáo, xin ý kiến Chính phủ, Thủ tướng Chính phủ; đề nghị theo trình tự, thủ tục rút gọn để Quốc hội thông qua tại Kỳ họp thứ 8 tới.

Bên cạnh đó, Phó Thủ tướng giao Bộ Kế hoạch và Đầu tư chủ trì, phối hợp với Bộ Tài chính, Bộ Tài nguyên và Môi trường xây dựng, trình Thủ tướng Chính phủ xem xét, ban hành cơ chế, chính sách tháo gỡ khó khăn, vướng mắc về tính giá đất đối với các dự án ký tắt thực hiện hợp đồng xây dựng-chuyển giao (BT) trong tháng 10/2024.
Các bộ, ngành hoàn thành rà soát, đề xuất, báo cáo Tổ công tác, Thủ tướng Chính phủ những cơ chế, chính sách cần sửa đổi, bổ sung trong quá trình giải quyết các dự án, đất đai trong kết luận thanh tra, kiểm tra, bản án.
Phó Thủ tướng đề nghị các địa phương xác định rõ những nội dung cần bộ, ngành hướng dẫn thực hiện; rà soát các dự án còn lại có vướng mắc tương tự báo cáo cấp thẩm quyền trong quý 1/2025.
Tháo gỡ vướng mắc phải rất rõ ràng
Trước đó, trong cuộc họp, thành viên của Tổ Công tác, lãnh đạo một số ủy ban của Quốc hội, Ủy ban Nhân dân các tỉnh, thành phố Hà Nội, Thành phố Hồ Chí Minh, Đà Nẵng, Khánh Hòa, Long An… tập trung trao đổi, thảo luận về nhiệm vụ xây dựng dự thảo Nghị quyết trình Quốc hội tại kỳ họp thứ 8 (khóa XV) theo thủ tục rút gọn về cơ chế, chính sách đặc thù tháo gỡ khó khăn, vướng mắc đối với các dự án, đất đai trong các kết luận thanh tra, kiểm tra, bản án.
Một số ý kiến tập trung làm rõ cơ chế xác định giá đất đối với các dự án ký tắt khi thực hiện theo hợp đồng xây dựng-chuyển giao (BT); khó khăn, vướng mắc thuộc thẩm quyền của các bộ, ngành như định giá đất, quy hoạch, đấu thầu, đấu giá, viện dẫn, áp dụng án lệ…

Về các vấn đề liên quan, Tổng Thanh tra Chính phủ Đoàn Hồng Phong lưu ý các bộ, ngành, địa phương phải bám sát mốc thời gian đã được đề ra trong kế hoạch của Chính phủ thực hiện chỉ đạo của Bộ Chính trị về đề án, phương án tháo gỡ khó khăn, vướng mắc đối với các dự án, đất đai trong các kết luận thanh tra, kiểm tra, bản án tại một số tỉnh, thành phố.
Tương tự, Chủ tịch Ủy ban Nhân dân Thành phố Hồ Chí Minh Phan Văn Mãi cho biết Thành phố đã ban hành kế hoạch thực hiện ngay sau khi Quốc hội, Chính phủ ban hành nghị quyết, nghị định theo thẩm quyền; phối hợp chặt chẽ với các bộ, ngành, cơ quan tố tụng trên tinh thần “tháo gỡ vướng mắc phải rất rõ ràng”./.
