Ngày 25/3, UBND tỉnh Quảng Trị phối hợp với Công ty CP Liên doanh Cảng quốc tế Mỹ Thủy (MTIP) tổ chức lễ triển khai thi công dự án Khu bến cảng Mỹ Thủy (tại xã Hải An, huyện Hải Lăng).

Dự án Khu bến cảng Mỹ Thủy được Thủ tướng Chính phủ phê duyệt chủ trương đầu tư tại Quyết định số 16/QĐ-TTg ngày 4/1/2019, với tổng mức đầu tư là 14.234 tỷ đồng, do Công ty cổ phần Liên doanh Cảng quốc tế Mỹ Thủy (MTIP) làm chủ đầu tư.

Dự án có quy mô hơn 680 ha bao gồm 10 bến cảng, có thể tiếp nhận tàu có tải trọng 100.000 tấn, được đầu tư theo 3 giai đoạn.

Giai đoạn 1 từ năm 2018-2025 đầu tư 4 bến với số vốn gần 5.000 tỷ đồng; giai đoạn 2 từ năm 2026-2031, đầu tư 3 bến với số vốn gần 5.000 tỷ đồng; giai đoạn 3 từ năm 2032-2036 đầu tư 3 bến, số vốn trên 4.300 tỷ đồng. 

Thời gian thực hiện dự án là 50 năm, kể từ ngày quyết định chủ trương đầu tư. Khu bến cảng Mỹ Thủy phục vụ chủ yếu cho Khu kinh tế Đông Nam Quảng Trị, các khu công nghiệp trên địa bàn tỉnh Quảng Trị và hàng hóa quá cảnh từ Lào, Đông Bắc Thái Lan trên tuyến Hành lang kinh tế Đông – Tây.

Dự án Khu bến cảng Mỹ Thủy được khởi công ngày 27/2/2020, tuy nhiên do công tác triển khai giải ngân vốn đầu tư của các đối tác nước ngoài có một số vướng mắc, các thủ tục về giải phóng mặt bằng (GPMB), chuyển đổi mục đích sử dụng đất rừng… gặp vướng mắc nên tạm dừng thi công.

Tại lễ tái khởi công, ông Dương Viết Roãn, Tổng giám đốc MTIP, cho biết, từ tháng 2/2022, doanh nghiệp đã có văn bản báo cáo UBND tỉnh Quảng Trị, đề nghị tái cấu trúc doanh nghiệp, cơ cấu cổ đông, cơ cấu hội đồng quản trị, ban điều hành cùng các phòng, ban chuyên môn.

Hiện nay, dự án đầu tư xây dựng Khu bến cảng Mỹ Thủy giai đoạn 1 đã đầy đủ các điều kiện để chính thức tái khởi công.

Ông Võ Văn Hưng – Chủ tịch UBND tỉnh Quảng Trị đề nghị, nhà đầu tư cần huy động đầy đủ nguồn lực tài chính, nhân lực, vật tư, thiết bị… để tập trung thi công. Đồng thời, lên kế hoạch thi công chi tiết, bài bản đảm bảo tính khả thi, không để bị gián đoạn; phấn đấu đến năm 2025 hoàn thành và đưa vào hoạt động 2 bến cảng.
