Nhà máy viên nén 240 tỷ ở Quảng Bình sau 9 năm vẫn nằm trên giấy
9 năm kể từ ngày được cấp giấy chứng nhận đầu tư và trải qua 4 lần gia hạn, đến nay nhà máy viên nén có vốn dự kiến 240 tỷ đồng của Công ty TNHH Phát triển nguồn lực Dohwa tại khu kinh tế Hòn La, Quảng Bình vẫn chỉ là bãi đất trống.
Ngày 8/4/2016, Dự án Nhà máy sản xuất viên nén năng lượng Quảng Bình của Công ty TNHH Phát triển nguồn lực Dohwa được cấp giấy chứng nhận đăng ký với tổng mức đầu tư 240 tỷ đồng (tương đương 11 triệu USD), trên diện tích 3ha.
Theo tiến độ, giai đoạn 1, quý II/2017 dự án sẽ đi vào vận hành, công suất cao nhất đạt 200.000 tấn viên nén/năm. Giai đoạn 2, khởi công xây dựng trong quý II/2018, hoàn thành dự án đi vào hoạt động trong quý II/2019.
Khi nghe tin, người dân ở khu kinh tế Hòn La, huyện Quảng Trạch, Quảng Bình trông đợi dự án sớm đi vào hoạt động để vừa có thêm việc làm, vừa phát triển trồng rừng nguyên liệu cho nhà máy.

Sau khi được cấp đất, Công ty TNHH Phát triển nguồn lực Dohwa Quảng Bình chỉ xây hàng rào quanh khu đất, phía trong hàng rào có một căn nhà 2 tầng. Quanh khu nhà để cỏ mọc, lâu ngày trở thành bãi chăn thả gia súc và nơi đổ xà bần.
Theo Ban quản lý Khu kinh tế Quảng Bình, giai đoạn 2017-2020, năm nào công ty này cũng xin gia hạn bằng cách xin điều chỉnh chủ trương đầu tư. Năm 2021, công ty hứa xin gia hạn lần cuối, dự kiến hoàn thành dự án vào ngày 31/12/2022 nhưng vẫn không có động thái xây dựng nào.
Đến ngày 25/5/2023, Ban Quản lý Khu kinh tế Quảng Bình và phía công ty tiếp tục có buổi làm việc về triển khai dự án. Trong biên bản làm việc, đơn vị này cam kết đưa nhà máy vào hoạt động đúng tiến độ, chậm nhất trong quý III/2023, hoàn thành đưa vào sử dụng trước ngày 31/12/2023.
Trường hợp chưa triển khai, Ban Quản lý Khu kinh tế báo cáo Tỉnh ủy, UBND tỉnh thu hồi dự án theo quy định.
Tuy nhiên, đến thời điểm hiện tại, nhà máy này vẫn đang nằm trên giấy. Khuôn viên rộng 3ha vẫn là nơi chăn thả gia súc, đổ xà bần của người dân quanh vùng và phía công ty không hề có động thái xây dựng nào.

Vẫn tiếp tục xin gia hạn
Sau nhiều lần dự án viên nén tại Khu kinh tế Hòn La (huyện Quảng Trạch) xin gia hạn nhưng vẫn chậm tiến độ, mới đây, Ban Quản lý Khu kinh tế Quảng Bình đã có báo cáo đề nghị chấm dứt dự án.
Tại văn bản số 195/KKT-KHĐT ngày 22/2/2024 do ông Hoàng Đăng Anh, Phó Trưởng ban Khu kinh tế Quảng Bình ký, nêu rõ: Dự án chậm tiến độ so với giấy chứng nhận đăng ký đầu tư (điều chỉnh).
Theo đó, ngày 22/12/2023, Ban Quản lý Khu kinh tế và Công ty TNHH Phát triển nguồn lực Dohwa tiếp tục có buổi làm việc về tình hình thực hiện dự án nhà máy sản xuất viên nén năng lượng Quảng Bình.
Sau khi rà soát theo quy định của Luật Đầu tư và các văn bản liên quan, nhận thấy tiến độ thực hiện dự án đầu tư nhà máy sản xuất viên nén năng lượng Quảng Bình đã quá 24 tháng so với tiến độ thực hiện dự án; đã được điều chỉnh tiến độ theo quy định tại Điều 41 Luật Đầu tư.

Tại buổi làm việc, nhà đầu tư mong muốn được tiếp tục gia hạn tiến độ thực hiện dự án (đến ngày 31/12/2024.
Tuy nhiên, xét thấy đề xuất của nhà đầu tư không thuộc trường hợp quy định điều chỉnh tiến độ thực hiện dự án nêu trên của Luật Đầu tư, Ban Quản lý Khu kinh tế sẽ xem xét chấm dứt hoạt động dự án và báo cáo cấp có thẩm quyền cho ý kiến trước khi thực hiện.
Trường hợp dự án bị thu hồi, nhà đầu tư chấp nhận thực hiện các thủ tục chấm dứt dự án theo quy định của pháp luật.
Trao đổi với PV. VietNamNet, ông Nguyễn Đức Hiền, Chủ tịch UBND xã Quảng Đông, huyện Quảng Trạch, cho hay: “Nếu nhà máy sản xuất viên nén năng lượng Dohwa đi vào hoạt động, người dân ở đây sẽ có thêm cơ hội việc làm và trồng rừng nguyên liệu cho nhà máy. Tuy nhiên, giờ nếu gia hạn tiếp thì rất lãng phí nguồn tài nguyên đất đai”.
