Công ty thành viên Bim Group muốn lấy 12 ha rừng đặc dụng làm dự án nghỉ dưỡng
Bộ Tài nguyên và Môi trường đang tham vấn đánh giá tác động môi trường của dự án khu nghỉ dưỡng cao cấp Vĩnh Hy do CTCP Đầu tư Phát triển Syrena Việt Nam làm chủ đầu tư, CTCP Dịch vụ và Phát triển Trường Thành làm tư vấn.
Dự án tọa lạc tại xã Vĩnh Hải, huyện Ninh Hải, tỉnh Ninh Thuận. Chủ đầu tư cho biết, khu vực Núi Chúa nằm giáp ranh giữa hai tỉnh Ninh Thuận và Khánh Hòa. Ngày 01/04/1998, UBND tỉnh Ninh Thuận đã ban hành Quyết định số 659/QĐ-TH về việc thành lập Khu bảo tồn thiên nhiên rừng khô hạn Núi Chúa trực thuộc Sở Nông nghiệp và Phát triển nông thôn tỉnh Ninh Thuận. Ngày 09/07/2003 Thủ tướng Chính phủ ra Quyết định số 134/2003/QĐ-TTG phê duyệt chuyển Khu bảo tồn thiên nhiên Núi Chúa thành Vườn quốc gia Núi Chúa trong hệ thống rừng đặc dụng Việt Nam được ban hành, mở ra cơ hội đầu tư du lịch với những tiềm năng và lợi thế to lớn cho khu vực.
Với mục tiêu khai thác tài nguyên du lịch sinh thái kết hợp nghỉ dưỡng tại Vườn quốc gia Núi Chúa, CTCP Đầu tư Phát triển Syrena Việt Nam đã tiến hành đầu tư xây dựng dự án “khu nghỉ dưỡng cao cấp Vĩnh Hy” thuộc lâm phần quản lý của Vườn quốc gia Núi Chúa tại xã Vĩnh Hải, huyện Ninh Hải, tỉnh Ninh Thuận.
Theo Sở Nông nghiệp và Phát triển Nông thôn tỉnh Ninh Thuận, tổng diện tích cần chuyển đổi mục đích sử dụng đất vườn quốc gia, khu bảo tồn thiên nhiên, khu bảo vệ cảnh quan, khu rừng nghiên cứu, thực nghiệm khoa học của dự án là 129,002 m2 (khoảng 12.9 ha), tức dưới 50 ha, do đó quyết định chủ trương chuyển mục đích sử dụng rừng thuộc thẩm quyền của Thủ tướng Chính phủ.
Theo quyết định phê duyệt đồ án quy hoạch chi tiết 1/500 năm 2021 của UBND tỉnh, tổng diện tích sử dụng đất của dự án khoảng 64.65 ha (phần lớn diện tích 64.17 ha là đất quy hoạch rừng đặc dụng, 0.48 ha đất mặt nước quy hoạch khu bảo tồn biển Vườn quốc gia núi Chúa). Trong đó có 11.58 ha diện tích rừng (gồm 10.6 ha rừng tự nhiên, 0.98 ha rừng trồng) thuộc quy hoạch rừng đặc dụng do Ban quản lý Vườn quốc gia Núi Chúa quản lý.
Dự án có tổng vốn đầu tư xây dựng công trình 1,600 tỷ đồng; gồm 20% từ vốn tự có của chủ đầu tư, 80% từ vốn vay và huy động. Thời gian thực hiện chia ba giai đoạn tính từ quý 2/2022 đến 4/2023
Tổ chức không gian quy hoạch các hạng mục công trình dự án với tầng cao tối đa 2 tầng (chiều cao nhỏ hơn 12 m). Dự án xây dựng các công trình như nhà hàng, biệt thự nghỉ dưỡng, bể bơi, khu tập thể hình, nhà hàng đặc sản, spa…

Báo cáo hiện trạng đa dạng sinh học hệ sinh thái nội địa và ven biển dự án khu nghỉ dưỡng cao cấp Vĩnh Hy của nhóm chuyên gia thuộc Viện Sinh thái và Tài nguyên sinh vật – Viện Hàn lâm Khoa học và Công nghệ thực hiện vào tháng 11/2021 cho biết, khu vực vườn quốc gia này có trên 1,800 loài thực vật bậc cao có mạch, nằm trong 188 họ thuộc 5 ngành thực vật khác nhau trong vùng dự án; 266 loài chim thuộc 54 họ, 17 bộ; 79 loài thú thuộc 23 họ, 8 bộ; 31 loài lưỡng cư, 68 loài bò sát; 609 loài côn trùng; 43 loài thủ thực vật nổi, 69 loài nhóm động vật nổi, 148 loài động vật đáy…
Đáng chú ý, vườn quốc gia Núi Chúa được xem là nơi duy nhất trong đất liền của Việt Nam có rùa biển vào đẻ trứng. Các dải sát ven bờ noai rùa lên đẻ trứng thường xuyên là Bái Thịt, Bãi Ngang và bãi Hõm. Những rạn san hô với 333 loài ở khu vực này đang nằm trong điều kiện tốt và được bảo vệ nghiêm ngặt .

Syrena Việt Nam là ai?
Syrena Việt Nam tiền thân là ban bất động sản trực thuộc Tập đoàn BIM (BIM Group), ông lớn bất động sản tại Quảng Ninh bên cạnh kinh doanh lương thực thực phẩm, thương mại dịch vụ.

Ông Đoàn Quốc Việt (sinh năm 1955) là một doanh nhân từng lĩnh vực kinh doanh nhà hàng, khách sạn và thương mại dịch vụ tại Ba Lan. Năm 1994, ông về Việt Nam để sinh sống và phát triển sự nghiệp. Ông Huy làm việc tại Tập đoàn BIM từ năm 2005 – 2008 ở các vị trí như trợ lý Giám đốc điều hành, quản lý marketing và phát triển thị trường. Ông Huy còn giữ các chức vụ như Phó Giám đốc điều hành Công ty TNHH Đầu tư Phát triển Sản xuất Hạ Long, Tổng Giám đốc CTCP Đầu tư BIM Foods, Chủ tịch HĐQT CTCP Lifestyle Việt Nam… Ngoài ra, bà Khổng Thị Hiền (vợ ông Việt) làm Phó Tổng Giám đốc Syrena Vietnam và là cổ đông sáng lập Công ty TNHH BIM tại Ba Lan, chuyên kinh doanh hàng may mặc vào năm 1990. Năm 1994, bà cùng chồng là ông Việt thành lập Tập đoàn BIM tại Việt Nam, phát triển kinh doanh các hạng mục như khách sạn, nuôi và chế biến tôm, xuất khẩu muối, gạo…
