Choáng ngợp trước viễn cảnh tương lai của khu tập thể cũ nát ở Hà Nội: “Biến hình” thành cao ốc 55 tầng, tái định cư tại chỗ cho toàn bộ 8.300 cư dân
Sau nhiều năm sử dụng, khu tập thể Nghĩa Tân (Hà Nội) xuống cấp trầm trọng, nơi đây được đề xuất cải tạo, xây dựng lại với một công trình nhà ở tối đa 40 tầng, một công trình hỗn hợp có chiều cao tối đa 55 tầng nổi.
Khu tập thể Nghĩa Tân (quận Cầu Giấy) là một trong những khu tập thể cũ của Hà Nội được xây dựng từ năm 1987 với gần 30 nhà chung cư cao từ 3 đến 5 tầng, diện tích trung bình căn hộ từ 18 đến 20 m2. Sau thời gian dài sử dụng, nhiều hạng mục trong khu tập thể Nghĩa Tân đã xuống cấp trầm trọng.
Khu vực tiến hành cải tạo, xây dựng lại có diện tích 31,66ha với 29 công trình chung cư. Trong đó, khu nhà A gồm các nhà: A8, A9, A10, A11, A12, A14, A15, A16; khu nhà B gồm 12 nhà từ nhà B1 đến B12; nhà C gồm các nhà từ C1 đến C9 và K1. Chỗ này sẽ thay thế bằng 2 toà cao ốc 40 và 55 tầng.
Theo đề xuất, khu vực cải tạo, xây dựng lại có diện tích 31,66ha với 29 công trình chung cư. Trong đó, khu nhà A gồm các nhà: A8, A9, A10, A11, A12, A14, A15, A16; khu nhà B gồm 12 nhà từ nhà B1 đến B12; nhà C gồm các nhà từ C1 đến C9 và K1.
Dân số hiện trạng trong phạm vi nghiên cứu khoảng 13.072 người, 3.503 hộ. Quy hoạch dự kiến xây dựng tòa nhà với đất ở đô thị có mật độ xây dựng tối đa 50%, tầng cao tối đa 40 tầng nổi. Đối với đất hỗn hợp, mật độ xây dựng tối đa 70%, tầng cao tối đa là 55 tầng nổi.
Theo thông tin từ UBND quận Đống Đa cho biết, đơn vị cũng đang lấy ý kiến nhân dân vào Đồ án quy hoạch chi tiết cải tạo, xây dựng lại khu tập thể Trung Tự và phụ cận tỷ lệ 1/500, thuộc địa giới hành chính phường Phương Liên và Trung Tự.
Dự kiến quy hoạch toà nhà với đất ở đô thị có mật độ xây dựng tối đa 50%, tầng cao tối đa 40 tầng nổi. Đối với đất hỗn hợp, mật độ xây dựng tối đa 70%, tầng cao tối đa là 55 tầng nổi.
Khu vực nghiên cứu rộng hơn 13ha. Theo đồ án, khu tập thể Trung Tự có 30 tòa chung cư cũ 5 tầng với 8.325 người, tổng số 1.795 căn hộ, diện tích sàn hiện trạng hơn 100.000m2.
Đơn vị lập đồ án đưa ra phương án xây dựng lại 30 tòa chung cư cũ thành 2 tòa nhà cao tầng (một tòa nhà 45 tầng, một tòa nhà 25 tầng) và tổ chức tái định cư tại chỗ cho toàn bộ 8.300 cư dân.
Theo đồ án, khu tập thể Trung Tự có 30 tòa chung cư cũ 5 tầng với 8.325 người, tổng số 1.795 căn hộ, diện tích sàn hiện trạng hơn 100.000m2.
Theo dự kiến, sau khi xây dựng lại thành công trình nhà ở hiện đại, đơn vị lập đồ án đưa ra phương án tổ chức tái định cư tại chỗ cho toàn bộ 8.300 cư dân hiện đang sinh sống tại đây
Khu vực sân chơi trước kia được sử dụng làm sân phơi quần áo sẽ được cải tạo với nhiều tiện ích hiện đại
Mục tiêu của việc lập quy hoạch cải tạo, xây dựng lại khu tập thể Nghĩa Tân là xây dựng lại theo hướng tăng tầng cao công trình và hệ số sử dụng đất, giảm mật độ xây dựng để dành không gian trống, không gian xanh cho hoạt động công cộng
