5 nhóm cơ chế kiến nghị để TP HCM có 200km đường sắt đô thị
Đối với 14 cơ chế kiến nghị trong đề án Đường sắt đô thị, Hội đồng tư vấn triển khai Nghị quyết 98 đề nghị bố cục thành 5 nhóm để mang tính tập trung, rõ ràng.
Hội đồng tư vấn triển khai Nghị quyết 98 vừa có văn bản gửi UBND TP HCM về một số kiến nghị liên quan đến việc thực hiện Nghị quyết 98/2023 của Quốc hội tại TP HCM.
Theo đó, Hội đồng tư vấn triển khai Nghị quyết 98 tiếp tục ủng hộ xây dựng một Đề án tổng thể quy hoạch 200km đường sắt đô thị cho TP HCM để trình Bộ Chính trị, Quốc Hội phê duyệt. Trong đó có phân cấp, phân quyền cho thành phố quyết định đối với các dự án thành phần.

5 nhóm cơ chế kiến nghị bao gồm: Nhóm cơ chế chưa có tiền lệ, phân quyền cho TP HCM để phê duyệt từng đề án con. Nhóm cơ chế tài chính. Nhóm cơ chế hoạt động. Nhóm cơ chế để phát triển công nghiệp hỗ trợ công nghiệp đường sắt đô thị. Nhóm cơ chế tổ chức triển khai. |
Đối với 14 cơ chế kiến nghị trong đề án Đường sắt đô thị, đề nghị Ban soạn thảo bố cục thành 5 nhóm để các cơ chế kiến nghị mang tính tập trung, rõ ràng, tránh các nội dung đề xuất bị dàn trải.
Hội đồng tư vấn triển khai Nghị quyết 98 đề xuất nghiên cứu bổ sung thêm nhóm cơ chế, chính sách về đào tạo nguồn nhân lực, từng bước đáp ứng năng lực quản lý và tổ chức triển khai dự án trước, trong và sau khi đề án hình thành.
Cạnh đó, đề xuất UBND TP HCM kiến nghị Chính phủ ban hành tiêu chuẩn quốc gia về hệ thống đường sắt đô thị.
Hội đồng tư vấn triển khai Nghị quyết 98 đánh giá năng lực quản trị nhà nước và năng lực của cán bộ công chức hiện nay là vấn đề cần cải thiện trong bối cảnh hiện nay. Do đó, đề nghị triển khai nhanh, quyết liệt đề án nền công vụ ưu tú, hiệu quả.
Đồng thời lên kế hoạch trong tháng 3-2024 tổ chức Hội thảo, tọa đàm về “Thách thức trong nâng cao năng lực nền công vụ Thành phố và giải pháp”.
